Calling all Referees! Golf Canada is excited to unveil the 2026 Rules Education Programming to be offered to all eligible participants across the country.

Level 3 Rules Webinar

Golf Canada will conduct an 8-week Level 3 Rules Webinar in January and February 2026. The program will consist of a weekly 2-hour session which will take a deep dive into each individual rule, including Clarifications and Committee Procedures.

Each session will consist of a presentation from instructors, interactive quizzes, questions, explanation of rulings using videos and pictures will be used to help the participants understand the specifics of each Rule.

Additionally, two mock exams will be available as part of the eight-week program to help participants prepare for the R&A online exam format before writing the Level 3 exam in early March.

The registration fee is $200 CAD – which includes the cost of writing the Level 3 exam and both a 2023 Rules of Golf book and the Official Guide (shipped within 5 business days of registering).

  • Tuesdays | 3:00 - 5:00 pm EST
  • Wednesdays | 7:00 - 9:00 pm EST
  • Wednesdays (French only) | Time TBD

Instructors will be announced in the coming weeks. Registration is now officially open as of Wednesday, November 12th.

Referee Schools

Golf Canada Referee Schools are workshops for Level 2 and 3 certified referees of all experience levels who wish to attend. Referees will receive hands-on experience to learn the duties of a Tournament Rules Chair by setting up a championship course.

Golf Canada will be conducting three in-person regional referee schools across Canada in the spring of 2026.  More details on venues, dates, and instructors will be announced in the coming weeks.  Please note all sessions will be held in English only.

Entry Requirements & Eligibility for Level 3 Programs

Fully certified Level 2 Referees (50 hours + 10 practical hours) and all Level 3 Referees may register for these programs.

In addition, those who have obtained a minimum of 70% on the USGA Rules of Golf 100-question exam between 2022-2025 are also eligible to participate.
